The reading gap

Reading is the foundation of every subject, and of BECE results.

Ghana's BECE Chief Examiner's Report (2023) flags recurring weaknesses in language use and comprehension. Even in strong schools, the gap is seldom the teaching. It is:

The Reading Champions Scholarship takes what drives every Quiz champion (books they love, a reason to read every week, and celebration when they succeed) and builds it into your whole school, Basic 2 to Basic 8.

Which schools can apply?
Basic schools in Ghana that run Basic 2 to Basic 8 and are ready to make the six commitments: whole-school enrolment, a full-time LET, a weekly 40-minute library session for every class, devices and internet (or a practical eLibrary plan), two Literacy Prefects and the subsidized co-contribution.
If it's a scholarship, why does the school pay anything?
The PerbiCubs Foundation subsidizes the program, so schools pay a reduced fee for each enrolled learner. It covers platform access, training, program resources and ongoing support.
How much does it cost?
Pricing and payment terms are shared at the qualification interview, because they depend on your enrolled learner numbers, the scholarship subsidy level and the agreed support package.
Who pays the co-contribution, the school or parents?
It is passed on through school fees as an itemized Reading Champions Scholarship line on the Term 2 bills issued at the end of Term 1. If those bills are already printed, a separate fee notice to parents also works.
Do we need computers to apply?
You need working computers with reliable internet in an ICT lab, or an eLibrary with internet-connected tablets. If you don't have these yet, you can still apply with a practical plan to set up an eLibrary before launch.
What if we don't have enough computers?
We discuss this at the qualification interview. Options may include scheduled access in smaller groups or investing in an eLibrary. Whatever is agreed must let every enrolled learner take part, with every class holding its weekly 40-minute session.
What is an eLibrary?
A dedicated reading space equipped with tablets or computers connected to the internet, where learners read digital books and complete quizzes during library periods.
Does Perbi Cubs provide the devices?
No. Schools provide the devices, internet and reading space, and arrange charging, storage and maintenance. Any eLibrary arrangements are discussed during qualification.
Does the library work offline?
No. Learners need an active internet connection to read books and complete quizzes. At home, the library works on any internet-connected phone, tablet or computer.
What is a Literacy Engagement Teacher (LET)?
A full-time member of your staff whose main job is learners' reading engagement: leading every class's library session, following up with learners and hosting celebrations. It is a full-time assignment, not an added duty alongside a teaching load.
Can we reassign an existing teacher as our LET?
Yes. You can recruit, or release an existing staff member to the role full-time, and arrange cover for their classes.
Is LET training free?
Yes. Initial training, a completion certificate and weekly virtual coaching are included. If your LET leaves, appoint a replacement promptly and we provide catch-up training.
Is the Engagement Officer at our school every day?
No. Your Engagement Officer supports a cluster of schools through monthly check-ins (virtual or on-site), weekly virtual coaching for your LET, and support by WhatsApp, calls and email. Your LET leads reading day to day.
Can parents see their child's progress?
Yes. Monthly reading progress reports are shared with parents through agreed WhatsApp and email arrangements, and families are encouraged to set aside daily Success Time for reading at home.
What about learners who struggle to read?
They are included. The placement test starts each child at the right level, and the LET and Engagement Officer work together on targeted support.
Can visually impaired learners take part?
Not at this time. The program does not yet provide the accessibility support they need, so they are not enrolled, and they are not counted in your school's enrolled total or weekly participation rate.
What does the 90% weekly target mean?
Each week, at least 90% of enrolled learners should complete one book and pass its quiz. The rate is the number of learners who do this, divided by the total number enrolled.
What happens after we apply?
You receive an acknowledgement within one working day and an update within two weeks. Shortlisted schools send five supporting documents within five working days, then join a virtual qualification interview. Decisions follow within one week, and setup takes two to three weeks.
What is conditional approval?
If your devices, internet or eLibrary are still being set up, we may approve your school on condition that they are ready before launch. The outstanding requirements are documented in writing.
When would we start?
Selected schools launch in Term 2, during 18–29 January 2027, once setup and readiness checks are complete. Applying early leaves more time to prepare.
I missed the information session. Can I still apply?
Yes. Attending is not required. Every registrant receives the recording, and you can apply at any time before Monday 2 November 2026.
